Satisfying Canada's Arctic  Search-and-Rescue  Responsibilities



For this ModProp, the goal is the imaginative use of existing military resources as opposed to a procurement approach. The failure to provide adequate aerial  SAR response time in the Canadian Arctic is due to southern basing. DND's FWSAR 'solution' relies on faster aircraft. Even if that reasoning were sound, it cannot be applied to slow-flying helicopters. The only possible military SAR solution is forward basing which is precisely what Mr. Daly suggests.

Northern Sentinel Part 1: Near-New Battlefield Surveillance Aircraft

Among the equipment cuts announced in Britain's Oct 2010 Strategic Defence and Security Review is the small force of RAF Sentinel R1 reconnaissance aircraft  providing detailed  radar surveillance data to battlefield commanders. Sentinels are providing recce support to troops in Afghanistan and, from the outset of  NATO's  air operations over  Libya, Sentinel R1s  have operated  to enforce the terms of  UN  Security Council  Resolution 1973.

Northern Sentinel Part 2: Sidekick – A Side of CF Canadian BACN?

Another potential candidate for an expanded and diversified Canadian Global Express fleet is called  BACN for the Battlefield Airborne Communication Node. BACN, now flying and being ordered by the USAF, outwardly appears similar to the Sentinel R1 ( it differs only in its antennae fits). Internally, the situation is quite different. BACN's electronics are adapted to maintaining battlefield data links  – a minor role for Sentinel R1s is BACN's raison d'être.

Bay Class: Used-Ship Buying, a Simple Alternative to DND JSS Plans

The United Kingdom's current  Strategic Review  includes the proposed trimming of  their Royal Navy's existing assets. One of several major British ships to be discarded will be a member of the Bay class Landing Ship Dock Auxiliary. This Bay class LSD (A) is described by the British MoD as "... a  commercial  exploitation of  the  Royal Schelde's [or Damen Schelde Naval Shipbuilding] Enforcer."  From this Enforcer concept sprang two other  amphibious warfare classes significant  to Canada: joint Dutch/Spanish LSD IIs, and the new Dutch JSS or JLOS.
