Canadian Forces UAVs in Afghanistan  —  1:

The Manley Report has drawn attention back to problems surrounding CF use of  UAVs in Afghanistan. The shortcomings of the in-service CU-161 Sperwer have been apparent for some time. However, the Sperwer is the sole aerial surveillance asset to be deployed  to Afghanistan by the Air Force. Limitations aside, these tactical  UAVs are also rapidly wearing out.  What went wrong with the Sperwer program?  Why is it taking so long to replace these TUAVs?  What are the alternatives for aerial surveillance/reconnaissance?

The shortcomings of  Sperwer Tactical UAVs were addressed only with the recommendation that "high performance" UAVs be introduced  into CF service.  But is the preferred Predator UAV a tactical or a strategic system? Does the Sperwer TUAV require a direct replacement? And what alternatives do the Canadian Forces have?
