Oily Water Waste Treatment Plant Upgrade, CFB Esquimalt,

Naval vessels returning from duty invariably have oily wastewater swishing about in their bilges. Wastewater must be pumped out for treatment and environmentally sound disposal. The challenge is that the bilge water contains both "free oils" (ie: floating oils)  and  stably - suspended "emulsified oils".  Fortunately, this problem had already been addressed at Washngton Marine Group's Vancouver Shipyards.

A Washington Marine Group subsidiary,  McKay Creek Technologies, had successfully used an old but previously underdeveloped technique for oily wastewater treatment.  Electro-coagulation uses a current  to dissolve aluminum anodes resulting  in ionization. Turning  negative ions (or anions)  into positive ions  (cations) acts  to coagulate oil drop- lets and  solids suspended  in wastewater.  These coagulates form clumps called flocs which, being buoyant, are normally difficult to remove from the bilge water  –  especially when compared with granular contaminants which settle.

The new oily wastewater treatment plant for Esquimalt is a multi-stage affair. First, the bilge water is skimmed to remove 'free oil'.  The skimmed water is then aerated before being pumped through the electro-coagulation cell. The oil coagulates into flocs (aided by an added polymer) and then passed into a floc tank (above) where the floc is bubbled to the surface for pressure filtering separating it from the water.

With the hard part done (electro-coagulation is an idea that has been around since 1906 but only just perfected ),  the wastewater  is  forced through sand and carbon filters, removing any further particulates. This filtered water can then be diverted safely into the sewer system. The recovered floc must be treated as a toxic waste. The skimmed free oil, on the other hand, can be used to fuel the dockyard boilers.
