RFQ / NPP Notices
CFB Shearwater, Nova Scotia is the site of a new 'Maritime Helicopter Training Centre' expected
to open in 2007. This MHTC will house classroom, simulators, and other training aids for Sikorsky
CH-148 Cyclone Maritime Helicopters. [1]
The new CH-148s (left) are due to begin arriving in
late 2008 (although it is entirely likely that they will not be delivered fully equipped). The MHTC will, quite
logically, also house 406 Squadron, 12 Wings sole operational flight training squadron.
[Update 24 Dec 2008: The first CH-148 Cyclone for familiarization
training will now not be delivered to CFB Shearwater until November of 2010. The CF Cyclone fleet will
not be fully operational until 2013. After negotiations, the Federal Government has agreed to pay Sikorsky an
further $117M on top of their original $5B contract.]
Existing facilites are Shearwater have also been judged inadequate for the new 'Standing Contingency
Forces' (otherwise known as the quick-reaction Standing Con- tingency Task Force). A new
Headquarters building is
planned for the SCF / SCTF. This is not to be a very fancy affair – tip-up construction (left) is specified
and, at the time of writing, funding had not been approved. Nevertheless, SCTF is part of the Canada
Command restructuring, and was involved in a large-scale US/CF amphibious exercise in November 2006. SCTF funding would
seem assured.

Defence CONSTRUCTION Canada [DCC] – Request for Qualifications as the first step in a two-step bid process for
the Design and CONSTRUCTION of Three New Facilities to Support the Maritime Helicopters [CH-148 Cyclone], CFB
Shearwater, Nova Scotia – Project No. MHP SW
In accordance with the rules, regulations, statutes and guidelines of the provinces and the professional
associations where the project will be carried out, [DCC] is calling for Request[s] for
Qualifications from Design Build firms for the following three new facilities:
1. 12 Air Maintenance Squadron Facility [1]
2. 423 (MH) [Maritime Helicopter] Squadron Facility
3. 12 Wing Common Support Facility
Information provided by the Bidders will be evaluated using the established crite- ria in the Request for
Qualifications. The criteria relate to previous achievements and experience, as well as ... professional,
technical and managerial expertise. The objective of this Request for Qualifications
is to identify the four (4) highest scoring Bidders who will be invited to
participate in a Tender Call.
This opportunity follows tendering procedures in accordance with Chapter 10 of NAFTA.
The combined estimated CONSTRUCTION cost for the three facilities is in the order of
magnitude of $83,000,000.

The work includes, but is not necessarily limited to, the supply of labour, material, and equipment necessary for
the CONSTRUCTION of a tilt-up building to provide office accommodation for the Standing Contingency Forces
Headquarters at CFB Shearwater, Nova Scotia
This is a two-envelope tender opportunity. To be considered for this
project, contractors shall provide a Contractors Qualification Statement (Envelope A) for evaluation.

[1] A Training Management Office (TMO) for the Maritime Helicopter Project was stood-up in May of 2005. The TMO
liaises with the contractor on training support concepts, policies and capabilities. The TMO will also monitor
delivery schedules. |
