CF-18 Incremental Modernization Project — AN/ALR-67 (V) 3 RWR Installation – MERX NPP
[Notice of Proposed Procurement]
The Raytheon AN/ALR-67(V)3 Radar Warning Receiver set is one part of DND's CF-18 Incremental Modernization Program. As the name suggests, this set warns CF-18 pilots when
their aircraft are being 'painted' by hostile radar. A Foreign Military Sales notification was filed with the US government to allow
Canada to purchase 59 AN/ALR-67(V)3 sets as well as spares,
support equipment, and training. These Raytheon sets would then replace CF-18's existing 1970s-vintage
NorthropGrumman AN/ALR-67(V)2s. But this NPP is just for installation of RWR.
The questions arise: why was modernization of the CF-18's radar warning receivers not part of CF-18 IMP
(as covered by Engineering Change Proposal 583) and why was the
installation of the new RWR not part of IMP Phase 2 contracts? In other words, RWR seems like a simple part of
Phase 2 (assuming that prep work is already done.) So why a separate RWR installation competition
for what seems like the lead contractor's job?
Why the RWR set is being updated in the first place is easier to understand. The Raytheon AN/ALR-67(V)3 is the
standard set for new-build F/A-18E/F Super Hornet fighters. As would be expected, this newer '(V)3
RWR has improved detection and processing but in a lighter package. Other major F/A-18A users (
Switzerland and Australia ) have already installed ALR-67(V)3s gaining commonality with
F/A-18E/Fs.
