40mm M203A1 Low-Velocity Grenade Launcher Ammunition
M713 Smoke Marker & M583A1 Parachute Flare - NPP Notice

The Notice of Proposed Procurement is for 10,200  M713  Red Smoke Marker grenades plus 200  M583A1  Illumination and  Signal (or "White Star" parachute flare) grenades. Both  types of  grenades are  40mm x 46mm low-velocity ammunition for CF rifle-mounted  40mm  M203A1 grenade  launchers.

M713 and  M583A1 are both US military designations used by NATO. Rounds consist of cartridge cases, projectiles with pyrotechnic smoke payload and pyrotechnic impact fuze (for the M713), or (for M583A1s) a parachute to lower the flare 'candle'.  This flare falls at 2m per second, the candle burning for about 40 seconds (only a 30 sec burn is actually required  by the NPP ). Obviously both types of  rounds are useful  in Afghanistan but, there is another element at work here. DND intends to phase out the aging 60mm M19 mortar in favour of  CASW automatic grenade launchers. [1] This phase-out proved to be highly controversial – 60mm mortars launch most illum rounds.[2]

Marker and illumination round grenades are pretty harmless in and of  themselves. Yet, in a bit of unintended humour, these grenades have been classified by Public Works as "N1195: Miscellaneous Nuclear Ordnance".  No doubt  this error was a typo meant to read NATO Supply Classification, N1095 Miscellaneous Weapons. But wrong again. Both grenades are actually classified under N1310, "Ammunition over 30mm but less than 75mm". For the record, NSCs are: 1310-00-541-6150 (40mm Red Smoke, M713) and  1310-00-159-3198  (40mm White Star, Parachute, M583A1).
[1]  CASW (the Close Area Suppression Weapon or, formerly, the Company Area Suppression Weapon) will be 40mm AGLs with sophisticated fire control systems. This FCS is claimed to make CASW more effective than a "primitive" 60mm mortar. These automatic grenade launchers fire higher-velocity 40mm rounds than M203s.
