Update: 18 June 2008. DND issued a Request for Proposals
for MilCOTS MSVS but only one bidder responded. That sole bid, by International Truck and
Engine for their ProStar, was then deemed "non-compliant" by DND and Public
Works.
Update: 14 Jan 2009. With the RFP revised, International (in
the form of Navistar Canada) has been awarded a $275M contract to supply 1300 MilCOTS. The trucks are to be
built in Garland, Texas. This became controversial when Navistar Canada announced lay offs at its Chatham, ON
plant in the days after their MSVS award.
The Medium Support Vehicle System (MSVS) project is aimed at finding a replace- ment for the CF's aging
fleet of 2 1/2-ton Medium Logistic Vehicles, Wheeled (or MLVWs). The MSVS contest follows the form
set by DND's earlier LUVW project where a split purchase of both military and commercial pattern vehicles are
chosen in an attempt to lower costs. [1] The two classes of vehicle are referred to as
the Standard Military Pattern (SMP) – that is a truck designed specifically for military use
– and civilian truck-based Militarized Commercial Off-The-Shelf (or MilCOTS).
This MERX LOI Notice covers both SMP and MilCOTS variants plus kits for Special Equipment
Vehicles. SEVs are permanently modified trucks with dedicated specialty role equipment
housed in a boxy 'shelter' mounted on the cargo deck. There will be 1000 SEV kits,
including medical or dental stations, mobile kitchens and offices.
The original MSVS plan called for 1500 SMP trucks (with up to 300 trailers) for use by the Regular Forces, 800
MilCOTS vehicles for use, primarily, by the Reserves, the 1000 SEVs mentioned above, and 300 armour
protection systems (APS) for the SMPs. The specifications for those APS kits have since changed. It remains to
be seen whether the total number of APS kits will increase (as occurred with LUVW).
The MSVS project has been delayed for a number of reasons and, in the meantime, the larger 10 ton HLVW trucks take
up the slack in Afghanistan. The most serious MSVS revision is in armour protection. As noted, the APS
specification has been revised to match the increasing threat level overseas. IED tests are also planned to
ensure that protection against improvised explosive devices is adequate in MSVS.

Medium Support Vehicle System Project
The Medium Support Vehicle System (MSVS) project involves the replacement of the Army's existing [ 2 1/2 ton ]

separate competitive procurements as detailed below. The components are as follows:
