The Medium Support Vehicle System is the replacement for the MLVW truck. The MSVS contest is divided into MilCOTS  (modified civilian vehicles) and  Standard Military Pattern. These SMP variants  can be fitted with removable armour cabs  – the Armour Protection System or APS kit. Since adjustments to armour protection have delayed the MSVS and the Appendix BH is mentioned specifically in the LOI Notice posted by MERX, we reproduce the contents of DND's APS Requirement.

The MSVS Project Management Office's original Appendix BH is highly repetitive and oddly arranged. Rather than edit a DND document, we note the contradictions in square brackets [mostly regarding the protection levels and air-transportability].

  1.  Armour Protection System (APS) -
  Primary Performance Characteristic

  The APS shall be provided such that it can be installed on a vehicle
  by two soldiers working in an army field workshop environment
  within a maximum of eight (8) hours. Other than material handling
  equipment to lift or support components of the APS, no other
  special tools shall be permitted.

  1.4. Threat Level Protection   The APS shall protect vehicle cab
  occupants from injury or death in case of attack from the assessed
  threats. The protection level requirements are as follows:

  The APS shall provide protection from the KE and Artillery Threat
  Level 3 IAW STANAG 4569. Qualification will be conducted IAW
  NATO publication AEP-55 (Vol 1). The alternative multi-hit proce-
  dure (Refer to paragraph A2.4 of Appendix 2 to NATO publication
  AEP-55 Vol 1) shall be used to validate the KE and Artillery Threat
  compliance of the transparent armour components of the APS.

  The APS shall provide protection from Grenade and Blast Mine
  Threat Level 2a IAW STANAG 4569. Qualification will be conduct-

  from the cab occupants, while all locks are engaged, shall be pro-

  weighing no more than a total of 100 kg and containing a weapon

  The roof of the vehicle cab shall be provided with a circular hatch.
  The hatch shall be provided as a means of egress by or access to
  cab occupants during emergency operations.

  The hatch shall be provided with a lock on the vehicle interior. The
  level of effort required to operate the lock and open the hatch for
  any vehicle orientation shall not exceed the force requirements as
  indicated in paragraph 5.7.7.2.2 of  MIL-STD-1472.

  The dimensions of the hatch opening shall not be less than those
  indicated in paragraph 5.7.7.3 of  MIL-STD-1472.

  The installation of the ECM shall not affect the performance of the
  vehicle (Annex B) or the Communications Systems (Appendix BC).
  The ECM shall be located no closer than one (1) meter from the
  communications equipment. The location shall be assessed by the
  Crown at the first design review and required changes shall be
  made by the contractor prior to acceptance.

  ing provisions for the installation of Electronic Counter Measures
  consisting of one (1) Mobile Counter Measures (MCM) unit on the
  cab interior and four (4) antennas on the cab exterior.
