Coyote LAV Reconnaissance and
Surveillance System, Life Extension (LRSS LE) – MERX Letters of Interest (LOI)
Notice
The LAV Reconnaissance and Surveillance System Life Extension is a sensor and systems upgrade for the
Coyote (sometimes referred to as a 'LAV-Recce' platform). The LOI Notice for the LRSS LE identifies four
integrated sub-systems: the sensor suite itself, the surveillance system (vehicle mast- and ground
tripod-mounted, right), an Operator Control Station, and a power supply for 'Silent Watch'. The latter is
to allow the Coyote sensors to be used without the LAV's attention-drawing Detroit diesel running.

This LOI is an invitation to industry to provide options but the Operator Control Station suggests
a link to a DND Technology Development Program dating back to 2003 – the Advanced Linked
Extended Reconnaissance and Targeting project. ALERT was "to combine synergistically geo-referenced
multi-sensor and tactical data on displays, provide robust automated target detection and recognition
aids, and...[sharing]...information with other network-linked assets." ISR in other words.
The producer of the ALERT demonstrator, GD Canada put it more succinctly: the system goal was collecting and
processing intelligence data "as far forward as possible, and disseminating it to those who can profit
from it accurately and quickly". GDC goes on to say that the ALERT "will be folded into the up-coming
Coyote 'Life Extension' program" – ie: this LOI for LRSS LE.
It remains to be seen whether GDC is 'counting chickens' prematurely or DND has, once again, written a specification
for a pre-chosen product. Of more interest than the OCS is mention of the "subsequent installation [ of
LRSS ] in future armoured vehicle platforms of similar size and internal volume". Evidently the planned TAPV
(Tactical Armoured Patrol Vehicle) will be about the same size as current Coyotes.

LETTER OF INTEREST AND PRICE AND AVAILABILITY
The Government of Canada has a requirement for the provision of the life exten- sion of the
current Light Armoured Vehicle - Reconnaissance Surveillance System (LRSS) which is presently resident on the
Coyote reconnaissance platform.
The LRSS LE [...] will be a fully integrated system
comprising four sub-systems: Sensor Suite, Surveillance System Vehicle and Ground Mounts, Operator
Control Station (OCS) and a Silent Watch Power Supply. The life extended LRSS will be a modular system
whose design will accommodate both its initial installation in the Coyote and subsequent installation in
future armoured vehicle platforms of similar size and internal volume [ the planned TAPV or Tactical Armoured Patrol
Vehicle].
The purpose of this Letter of Interest (LOI) / Price and Availability (P&A) is to
solicit information and feedback from industry regarding possible provision of
LRSS LE. While this project is termed a life extension, Canada is
interested in procuring a new system consisting of new equipment for the LRSS, and does not intend
to upgrade [the] sub-components of the current equipment held within the Coyote reconnaissance platform.
Respondents are therefore requested to provide information on a ... solution consisting of new equipment. The
information may be used to support Canada's decision-making process such as finalizing its
require- ments and determining its procurement strategy.
The target date for the receipt of manufacturers' responses to this LOI / P&A is 30 January
2009.
