Rifle Rear Sights – C8A3 Carbine – MERX NPP –

Backups for the C8A3 Carbines – Rear Sights for the New C8A3
This NPP is for 266 rear sights for the new C8A3 carbine to be delivered this fiscal year (with options for
more to follow). The sights themselves are simple and relatively inexpensive. More interesting is the carbines
the rear sights are being bought for. This "C8A3 Weapons System" is the latest incarnation of the CF carbine
shorter rifles used by specialists. The new C8A3 is upgraded to C7A2 standard. That refurbished C7
rifle arrived with much fanfare and public interest. So why has DND been so quiet about the C8A3
program since 2004 ?

An Aircraft Dry Lease Contract & the Multi-Engine Utility Flight
The Bv206 'Medium Over-Snow Vehicle' is a high mobility utility
transporter made in Sweden. DND bought 78 Bv206s in the mid 1980s to provides all terrain operations for
the CF. The original MOSV numbers dwindled to 62 just as interest in Arctic sovereignty increased.
DND now needs help with maintaining the remaining fleet – and training new drivers for the 'Tonka'.
However, these contracts are still for southern MOSVs, not for North of 60°.

An Aircraft Dry Lease Contract & the Multi-Engine Utility Flight
An NPP for a five year contract for an 'Aircraft Dry Lease' ie: aircraft leased
without crews. Aero Support Canada was awarded this contract and supplied two 2006
Beech King Air B200 aircraft to allow CF transport crews to practice instrument
flying without using the CF's larger aircraft. Utility will be a secondary role.

Fabric Shelter for MEUF [ Multi-Engine Utility
Flight ] at Trenton
This is a tender on behalf of Defence Contruction Canada (DCC) for a fabric hangar and hazmat shed for
a Multi-Engine Utility Flight (consisting of two leased King Air B200s). Despite that 'Utility' in the
title, MEUF is primarily tasked with keeping pilots at 8 Wing 'current' by allowing IFR training on more
economical aircraft than the C-17s.

when it is clearly talking about the CC-177s is not
clear. What is being asked for is a small 'hazmat' shed and a fabric hangar big enough to house a C-17. Such
hangars may be common but, usually, they're not big enough for a C-17. Probably not insurmountable and a cheap project
by infrastructure standards. So, why this odd re-branding of 429
Squadron as a 'MEUF' ? design of improved future protection gets
mentioned. So does this suggest, contrary to media reports, that skilled design jobs for Leopard 2
rebuilds are to remain in Canada? Well ... sort of.

Tarps for MEUF – Relocating a Fabric-Covered Hangar Shelter
This was an older DCC tender for relocating an existing fabric hangar. Since this shelter was to be relocated to
the 'C17 hangar', we assumed that it was to help house the CC-177 Globemasters. It is not. Months
after this NPP was published, the MND announced the existence of a Multi-Engine Utility Flight made up of
much cheaper King Air aircraft. MEUF will maintain pilot proficiency (especially for IFR) using a much
cheaper aircraft. The Temporary Hangar will house the two King Airs.

Tarps for Transports – Temporary Fabric Shelter for New MEUF
Note: our initial commentary on this tender was inaccurate and has now been removed. The DCC tender referred
to a previously unmentioned "Multi Engine Utility Flight". We assumed this to be an oblique reference to
Trenton-based CC-177. Two months later, the MND announced an MEUF already in existance at CFB Trenton. The King
Air aircraft involved are tiny compared to the CC-177. Commentary on CC-177 fabric hangars is now irrelevant and
was removed. |
CANSOFCOM Forklifts – Special Forces Vehicles – MERX NPP

Deployable and Non-deployable 'RT' Forklifts for Special Forces
Why are a small numbers of 'rough terrain' forklifts being ordered for CANSOFCOM?
One intriguing possibility is that the forklifts are at least partially related to the upcoming Special Forces
Vehicle selection. A possible candidate, the Jackal, can be transformed in to a 6 x 6 using handtools and a
10K forklift.

Coastal Patrol – Canadian Coast Guard – CCG Procurement – February 2009
The CCG's On-Again, Off-Again MSPV Mid-Shore Patrol Vessels
The MSPV is back. To fit the budget, performance is down and companion Off-Shore Fisheries Research Vessels
nowhere to be found. Neither PWGSC press release nor NPP make any mention of the actual cost of MSPVs.
PWGSC does make much of IRBs while the NPP invokes a National Security Exception. Odd
emphases for ships that were to be made-in-Canada.

Snowmobiles – LOSV – Light Over Snow Vehicles – MERX NPP

LOSV ( Light Over-Snow Vehicles ) – CF Military Snowmobiles
DND has been issuing multiple NPPs for Light Over- Snow Vehicles (LOSVs) as the Canadian Forces and NATO calls
snowmobiles. The CF primarily employs Bombardier Ski-doo types as LOSV
but it isn't clear why the procurement is being done in small batches.

Close Area Suppression Weapon Project – MERX NPP – Nov 2008/Feb 2009
CASW (Automatic Grenade Launcher and Fire Control System)
The CASW NPP has now been revised multiple times. The original CASW NPP asked for 304
"Close Area Suppression Weapons", a 40 mm automatic grenade launchers with sophisticated fire
control systems and thermal sights. Ammunition was stuck on as was the usual grab-bag of
support arrangements. Why NPPs are revised is anyone's guess. Details are all removed, then reinstated. The only
real change is a delay to the delivery date of an already dragged-out procurement.
