Small UAV for CF use in Afghanistan – MERX NPP – November 2008
Small Unmanned Aerial Vehicle System for use in Afghanistan
This NPP is for the lease of an unspecified number of SUAVs (small UAVs) for use in
Afghanistan. No public details are given other than a requirement for "... 90% operational availability, 12 hours on
station, ability of the air vehicle to gather and transmit high quality imagery from ...
50km". The requirement can be readily exceeded by the in-service SUAV, leased ScanEagles
now in Kandahar and partly manned by the CF's Small Unmanned Aerial Vehicle Troop. This NPP will
likely result in another lease of ScanEagles.

Special Operations Vehicles: Recce & Quick-Reaction vehicles
DND quietly released an NPP for special ops vehicles tailored for CSOR and JTF2. This Special Operations Vehicle
NPP has no information other than a project name and relevant dates. An Associated Com- ponents package is listed as
is a Solicita- tion of Interest and Qualifications. We summarize the SOIQ and suggest two
of the possible candidates for the SOV role.

Shield Naval Decoy Project – MERX – CF Procurement

Halifax Class Mid-Life – Shield [SLQ-502] Replacement Project
SLQ-502 Shield II is the CF's current naval decoy launcher (infrared flares or chaff bundles)
aboard the Halifax class frigates. In a naval engagement, the Shield II decoys would
either jam the radar of attacking missiles or present heat-seeking sensors with false target. Not a single
characteristic for the desired replacement is listed in the NPP. In lieu of details, we list and give
examples of the available range of the so-called 'Soft Kill Weapon Systems'.

Project Noctua: a Leased, Contractor-Maintained UAV System
This Noctua NPP follows on from a Feb 2008 Noctua LOI. When that LOI notice was published,
it was assumed that the preferred Predator UAV was a shoe-in. But General Atomics declined to bid on
providing a supplier-operated drone for use in Afghanistan. That opened up the field.

14.5mm M31 Field Artillery Trainer

This NPP for a 14.5mm subcalibre gun refers to a M31 Field Artillery Trainer. The M31 is a 1/10 scale
howitzer that fires low-velocity, inert projectiles that allow Field Artillery units to train on a miniature
range. The CF only accepts point detonation rounds. Procurement on a very small scale, in both
senses.

EOTech M553 HOLOgraphic Weapon Sights

There have been a series of NPPs for rifle sights similar to a type already in service. For
several years, the Canadian Forces have been using EOTech 550 Series holographic sights as
"Close Quarters Battle" backups to the standard issue Elcan C79A2 magnifying sights. These NPPs are for
the EOTech model approved by the US Special Operations Command under the US military designation,
SU-231/PEQ. The CF sights are for use on C7A2 rifles and C8 carbines.

Leopard C2 Main Battle Tank Replacement Part
Radiator Cores
The NPP is for 50 Leopard C2 radiators. All Leopards have twin radiators, one per
side straddling the engine compartment. There's an option for more cores. If filled, every
Leo C2s radiator could be replaced. An example of procurement for Afghan 'wear-and-tear '.

Ballistic Curtains for the Bison – Extra Protection for MRT/MRVs
This NPP gives no detail about what DND means by ballistic curtains. The term can apply to a number of applications
– as adjuncts to the spall liners (akin to the ballistic blankets used to line the floor of the old
Itlis) or simply a projectile-resistant fabric hung to protect otherwise exposed crew members. The
latter would have an application on maintenance Bison where vehicle crews may be exposed while operating
rooftop hoists or other equipment and where ramps are left open to create a field workshop. But, this is
speculation on a detail-less NPP.

40mm Sponge Grenades & 12-Gauge Beanbag
Shotgun Shells
This NPP covers two non-lethal, "crowd control" weapons. One is the XM1006 "sponge grenade" fired from the 40mm
launcher (left) fitted beneath the barrel of some C7A2 rifles and C8 carbines. The second is a drag-stabilized
'beanbag' round, effectively a black jack for 12-gauge shotguns. How these non-lethal projectiles would
be used is not revealed.

Simulating the Use of UAVs onboard the
Halifax Class Frigates
Maritime Command wants to simulate ship- board UAVs (Autonomous Aerial Vehicles) as an experiment. DND has
already chosen their Hardware-In-the-Loop simulator. This chosen HIL is based on the Canadian-made Micropilot MP2028,
claimed by its maker to be the smallest UAV autopilot in the world.

C9 LMG Folding Vertical Grip Assembly —
Small Procurement
The C9 light machinegun is being upgraded to C9A2 standard. A new telescoping butt (which better suits body armour)
made the C9's vertical butt handle redundant. But the CF's experience in Afghanistan proved the value of
a forward-placed vertical grip. Surplus C9 vertical grips have been used as forward grips on
rifles In Afghanistan. That could be done for the C9A2s too but there's benefits to a folding grip (also
appearing on rifles ).

CFB Shearwater Facilities – MERX NPP/RFP – CF Procurement –

Maritime Helicopter Support Facilities / SCTF HQ,
Shearwater
CFB Shearwater is the site of the Maritime Helicopter Training Centre expected to open in 2007. This MHTC
will house class- rooms, simulators, and other training aids for CH-148 Cyclones. A new HQ building for
quick-reaction SCTF was also planned.
