CASR Docs pages cover Government of Canada procurement documents (both on DND and selected Canadian Coast Guard projects). Procurement documents
(published by MERX) are reproduced in full or in part and are accompanied with commentary by CASR on the specific DND project described or a particular
approach to procurement illustrated by the document.
Other CASR Docs pages cover select Government of Canada press releases and background papers relating to procurement issues. Most such documents are
issued by DND but others are from the GoC itself or other government departments. Whenever relevant information is lacking from GoC sources, industry press releases and backgrounders have been
included.
Another source of CASR Docs pages is 'Foreign Military Sales Notices' from the US DOD. (After approval by the US State Department, DOD's
Defense Security Cooperation Agency provides the US Congress with an advance notice of proposed arms sales/military services.
CASR Docs can be browsed via the links under specific document types, below. Under each section will also be found a brief description of the
nature of each procurement notice type.
ACANs (Advance Contract Award Notices) — MERX Documents
The simplest form of procurement document, an ACAN is a public notice that government has already chosen a supplier. A sole-source purchase will proceed unless any alternative suppliers submit
statements of capabilities meeting the requirements set out in the ACAN.

LOI ( Letters of Interest Notification ) – MERX Documents
Letters of Interest (LOIs) are issued to get feedback from potential suppliers. Normally, the intent is to ensure that a planned procurement is realistic before requirements are
finalized.
We include under LOIs, the more general procurement documents: Requests for Information (RFIs) and Price and Availability Enquiries (P&A). These information requests can be made to pre-selected
suppliers but, those published on MERX are aimed at the industry in general.

NPPs – Notices of Proposed Procurements – MERX Documents
Notices of Proposed Procurement (NPPs) are published on MERX when requirements for a planned procurement have been fully established and government is ready to request bids. NPPs are assumed to
be part of a competitive bidding process (best offer, lowest offer, etc).

RFPs – Requests For Proposals – MERX Documents
Requests for Proposal (RFPs) are bid solicitations for more complex requirements (ie: where lowest price bids can't be automatically selected). Each RFP has its own evaluation criteria.
