Flight] at CFB Trenton, MERX Tender
This Notice is not strictly a Notice of Proposed Procurement as issued through Public Works. Rather it is a tender
for work on behalf of Defence Contruction Canada (DCC).
This tender requests the construction of two new buildings to support CFB Trenton's "Multi Engine Utility
Flight". [1] When first commenting on the tender, the previously- unseen term was completely mystifying. And no
doubt that was the intention of DND. We assumed that this tender was for yet another temporary hangar for the new
CC-177 fleet – most of the on-going $1B in expenditures at Trenton being attributable to those 4 aircraft.
Instead, we find that there really is a 'Multi-Engine
Utility Flight' at Trenton.
The MEUF consists of two Beech King Air B200s leased from Aero Support Canada.[2] The contract that Aero Support won never actually
mentioned a 'Multi-Engine Utility Flight' of course. It requested a simple dry lease of two IFR-equipped aircraft for
continent-wide transport missions and Instrument / Visual Flying proficiency training.
DCC's hangar tender was the first online reference to any Multi-Engine Utility Flight at Trenton. And perhaps DND
PaffOs saw this mention as a gaff. [3] Regardless of what PR game was being played, choosing a temporary,
fabric- covered shelter for King Airs will be straightforward. The King Air spans 16.6 m, the C-17s of
our imagined scenario have T-tails of 19.8 m span!
The MEUF hangar tender (as published on the MERX website) is reproduced below.
[1] The second MEUF building is a small metal structure to house hazardous materials.
[2] Aero Support Canada Inc. is a London, ON firm more usually associated with DND contracts for airframe structural
components eg: CC-115 landing gear components.
[3] 8 Wing Public Affairs did not get around to a press release until 02 June
2009 (more than two months after DCC announced the dry lease contract award to Aero Support.

The work includes, but is not necessarily limited to, the supply of labour, material, and equipment necessary to
supply and installation of a new temporary fabric hanger structure and pre-fab metal hazmat [hazard materials]
storage shed for a Multi Engine Utility Flight (MEUF).

The estimated cost for this opportunity is in the order of $324,800.00.
This procurement follows tendering procedures in accordance with Chapter 5 of the Agreement on Internal
Trade.
