KN 203 FAB Night Vision Imaging System for Telescopic Sight – Sniper Sight Add-on for Seeing in the Dark

The KN 203 FAB (or AN/PVS-9) is a night vision imaging system which clamps to a telescopic sight on a
sniper rifle. This allows shooters to identify targets at night
or any low light conditions. The system is field-adjustable, enabling a sight to be quickly boresighted to an
individual rifle. Thus, any daytime scope is transformed into a night vision sight.
This ACAN is for 31 KN 203 FABs, described as Night Vision Sniper scopes. However, with 1x magnification, it is
more an intensifier tube (since a KN 203 FAB uses
the optics of the daylight scope, it need not have great
magnification itself). The KN 203 FAB is produced by Norway's Simrad Optronics [1] – this ACAN also
mentions Simrad's KN 200/ 250 Series intensifier tubes.
The KN 203 FAB is criticized for being bulky (in comparison with 'all-in-one' combination night vision telescopic
sights). At 1.5 kg, the system is a little heavy but Australian Army snipers have not found the KN 203s to
be awkward. [2] Obviously the CF concurs, this ACAN is a repeat order for in-service systems. Reports vary on
range for the KN 203 (the US Marines say it can detect human targets at up to 1000 m (the ADF says 700 m,
safely) and vehicle targets up to 1500m.
[1] Simrad began as Simonsen Radio Fabrikk. DND has had dealings with Vinghøg, a Simrad subsidiary
which provides optics for the Kongsberg Remote Weapons
Station.
[2] According to Army News, the sight is protected in a "...sniper's pack by day, when most stalking is done. When [the] sniper gets to his objective the sight is clipped on."

This PWGSC office provides procurement services to the public in English.
[The] Department of National Defence has a requirement for the supply and delivery of quantity 31 units
of Night Vision Sniperscope (NSN: 5855-25-150-3689; P/S: Simrad 203F-FAB). The Contractor must
deliver the requirement as soon as possible but no later than March 31, 2009. In addition, there
is a requirement for an option to procure quantity of 20 units for the next fiscal year, to be delivered
prior to March 31, 2010.
It is proposed to contract with R. Nicholls Distributors Inc, Longueuil, Quebec, who is the exclusive representative
for future purchases and arranging repair and/or upgrades of Simrad KN200 and KN250 Series
of Image Intensifiers, manufactured by Simrad Optronics ASA. The original equipment
was procured competitively and the original equipment manufacturer (OEM) retained all Proprietary Rights to
this equipment.
There is currently no intention to replace all Simrad KN203F-FAB sniper night scopes holdings. [DND] will accept no
substitute for this requirement in order to ensure com- patibility with existing equipment, commonality and
personnel safety in life threaten- ing situations.
The reason to sole source is defined by Government Contract Regulations Section 10.2.1 (d) only one person or firm
is capable of performing the contract; for patent or copy right requirements, or technical compatibility factors
and technological expertise. In addition, North American Free Trade Agreement Article 1016 2 (d) - for additional
deliveries by the original supplier that are intended either as replacement parts or con- tinuing services for
existing supplies, services or installations, or as the extension of existing supplies, services or installations,
where a change of supplier would compel the entity to procure equipment or services not meeting requirements of
inter change- ability with already existing equipment or services. The reason to sole source under World Trade
Agreement - Agreement on Government Procurement states in Article XV: Limited Tendering (d) - for additional
deliveries by the original supplier which are intended either as parts replacement for existing supplies, or
installations, or as the extension of existing supplies, service, installations where a change of supplier would
compel the entity to procure equipment or services not meeting requirement of inter changeability with already
existing equipment or services. Under Agreement on Inter- nal Trade Article 506.12. (a) - to ensure compatibility
with existing products, to recog- nize exclusive rights, such as exclusive licenses, copyright and patent rights,
or to maintain specialized products that must be maintained by the manufacturer or its representative.
