Dillon Aero DMG134S MiniGun (Gatling Gun) and Parts Kits — MERX ACAN Notice
Helicopter-Mounted Armament System
The DMG134S is marketed as Dillon Aero's M134D, an improved M134/GAU-2 MiniGun. The latter dates
back to the '60s and is basically a scaled-down 7.62 mm version of General Electric's 20mm
Vulcan (used in the CF-18). The M134 has been made by both GE and Lockheed Martin. The M134D was updated and
improved by Dillon Aero – primarily by redesigning the 'feeder/delinker' feed system.
Dillon also devised pintle mounts including a 'Huey' mount for Bell heli- copters
such as the Canadian Forces CH-146 Griffon.
The M134D gun itself is a 6-barreled, automatic gatling gun – that is, the M134D is an externally-powered,
electrically-driven machinegun (compared to conventional, gas-driven machineguns like the in-service C6 and C9). The rotary action of Mini- Guns allows
for higher rates of fire and, because each barrel only fires every sixth round, the M134s remain relatively
cool while firing up to 3,000 rounds per minute.
Three styles of 'Huey' mount are available from Dillon Aero, foward or aft single mounts and
the 'tri-mount' (a full-length mount with three pintle tube locations). The requested "Item 002:
DAHY3940L/S - Huey, long installation kit" presumably refers to this tri-mount (p/n UHXMNT-2 ). This mount
hooks up to existing hard-points on the helicopter's belly. The main support arms are the same regardless of
mount, the length of the cross beam varying between the three models – allowing for different gun placements on
the tri- and forward mounts.
As is made clear in the ACAN, this purchase is for three M134Ds and associated kit to allow the CF Land
Aviation Test & Evaluation Flight to perform operational trials at CFB Gagetown. This doesn't mean that M134s
will accompany the CH-146 Griffons deploying to Kandahar this summer. But nor is this possibility
precluded.
[Update: 27 Nov 2008. CH-146s didn't deploy to Kandahar in the
summer of 2008. The new plan is for armed INGRESS Griffons to go to Afghanistan in early 2009.]

Nature of Requirements: Advance Contract Award Notice - (ACAN)
Definition: An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less
than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or
construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date,
a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the
government's contracting policy have been met. Following notification to supplier not successful in demonstrating
that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded
using the Treasury Board's electronic bidding authorities.
If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and
meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on
either the government's electronic tendering service or through traditional means, in order to award the
contract.

Requirement
1 Wing HQ is requesting the immediate purchase of three M134D Gatling gun systems, with follow-on options, from
Dillon Aero Inc.
The M134D is an improved variant of the General Electric GAU-2B/M134, incorp- orating a number of design features
that improve system reliability in combat con- ditions. Dillon Aero Inc. is the only known manufacturer of new M134
systems that incorporates these design characteristics. Further, Dillon Aero Inc. has demonstra- ted the capacity to
support all levels of integration of the M134D to aircraft platforms with several NATO alliance members.
This initial procurement will serve to operationally validate the tactics and procedures required to support combat
elements in close contact with aviation elements. This capability has been growing incrementally in response to
lessons learned in OP ATHENA.
Gatling guns procured as a result of this request will be delivered to the Canadian Forces Land Aviation Test and
Evaluation Flight (LATEF) at CFB Gagetown, NB. Initial trials will be conducted to validate operational suitability
and effectiveness before any final weapon system is selected for fleet implementation.
Contract will include the option to purchase Three (3) additional units prior to March 31, 2009.

Suppliers right to submit a Statement of Capabilities
Suppliers that feel they are capable of meeting this requirement may submit a written response showing that they
are capable of meeting this requirement, it must be done not later than the specified closing date and time. The
file number, Supply Officer's name, and the closing date of the ACAN must appear on the outside of the envelope in
block letters or, in case of a facsimile transmission, on the covering page. As it is intended to proceed in a
timely manner, responses received after the closing date will not be considered.
Responses received on or before the closing date will be considered solely for the purpose of deciding whether or
not to conduct a competitive procurement. Information provided will be used by the Crown for technical evaluation
purposes only and is not to be construed as a competitive solicitation. Your written response must provide
sufficient evidence (e.g. specifications, technical data, drawings, or any other proof) that clearly demonstrates
that your product or service is capable of fulfilling this requirement.
Suppliers that have submitted a response will be notified in writing of PWGSC's decision to continue with the
