Although listed as a Notice of Proposed Procurement, this document is obviously an ACAN not an NPP. Under the
terms of the ACAN, MD Charlton (of Saanichton, BC), Canadian distributor for BE Meyers (Redmond, WA) is to
supply 73 IZLID ("Infrared Zoom Laser Illumination Designators" more commonly called illuminator
designators).
The ACAN lists the "424P-A1CR123 (Aimer) and 425P-A2CR123 Infrared Zoom LASER Ill- umination Designators
(IZLID)". These two devices are generally refered to as the IZLID 100P and IZLID 200P, respectively. Both
are handheld or rifle-mounted pointer/illuminator lasers. IZLID is used to designate targets for guided artillery
shells, air strikes, etc. The CF wants the two lasers combined "into one unit" but, from the ACAN, it's not clear
how.
BE Meyers also makes the Tactical Guidance Opera- tion – Infrared (left). The TGO-IR system provides a tripod
mount for both an illuminator and a targeting pointer (and a dual remote switch that activates both lasers
simultaneously. It might be that DND intends to mount their IZLID 100P and IZLID 200P side-by-
side on the TGO-IR tripod. Alternatively, BE Meyers may be offering a new product which combines
the functions of the IZLID 100P and IZLID 200P in one hand-held/rifle-mounted unit. With
current levels of DND secrecy, it might be some time before we know.

DUAL LASER INDICATORS
1. Requirement
a. The Department of National Defence (DND) has a requirement for the provision of quantity 73 Infrared Zoom LASER
Illumination Designators (IZLID).
The purpose of this Advance Contract Award Notice (ACAN) is to signal the govern- ment's intention to award a
contract for these goods to M.D. Charlton, Saanichton, British Columbia, the only known Canadian Distributor
for the OEM, B.E. Meyers, Redmond, Washington. Before awarding a contract, however, the government pro- vides
other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in
this Notice, by submitting a statement of cap- abilities during the fifteen calendar day posting period.
If other potential suppliers submit statements of capabilities during the fifteen calen- dar day posting period
that meet the requirements set out in the ACAN, the govern- ment will proceed to a full tending process on either
the government's electronic tendering service or through traditional means, in order to award the
contract.
If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements
set out in the ACAN, a contract will be awarded to the pre-selected supplier.
Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit
a statement of capabilities in writing to the Contracting Authority identified in this Notice on or before
the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets
the adver- tised requirements. The closing date and time for accepting statements of capabilities is November 10,
2008 2:00 p.m. EST.
b. This requirement is for the provision of quantity 73, dual LASER indicators, which combines the following lasers
into one unit. 424P-A1[-]CR123 (Aimer) and 425P-A2[-] CR123 Infrared Zoom LASER Illumination Designators (IZLID), Stock
Code D00003822 /8555. These dual LASER indicators are required as an additional quantity in support of in-service
equipment required for Command growth and operational requirements. The IZLID power output of 100mW for
designator-pinpoint and 200mW for the illumi- nator-flood allows the LASER to emit a pulse that is visible and
effective up to dist- ances ranging from 38-43 kms. These lasers are the most powerful lasers used for ground
applications and must be interoperable with the in-service vehicle mounted weapon platforms and fire control
systems employed throughout the Command.

3. Delivery
Phased delivery with qty 20 on or before 15 January 2009 with the balance no later than March 31, 2009.
4. Applicability of Trade Agreements or Other Obligations The Agreement on Internal Trade (AIT) applies. This
requirement is excluded from the Comprehensive Land Claims Agreements (CLCAs), North American Free Trade Agreement
(NAFTA) and the World Trade Organization-Agreement on Government Procurement (WTO-AGP).
5. GCR Exception and Limited Tendering Reason Section 6(d) of the Government Con- tract Regulations is being invoked
in this procurement as only one person or firm is capable of performing the contract.
B.E. Meyers, Redmond, Washington is the OEM, and the only known Canadian Dis- tributor who can fulfill the
requirement for Dual LASER Indicators is M.D. Charlton, Saanichton, British Columbia.
The above meets the criteria for a sole source acquisition in the Agreement on Internal Trade, Article 506.12
(a).
