CC-177  Off-Runway and Landing Gear  Failure  Recovery  — MERX  ACAN Notice  Large Aircraft  Sledge Recovery System
Like most military transports, the CC-177 is a low-slung aircraft. This makes  CC-177s easy to unload but also vulnerable in the event of rough landings or undercarriage failure. Low winged aircraft (eg: CC-150 Polaris)  land on their engine nacelle if the undercarriage fails.

By contrast, the CC-177 would  land on its aluminum belly – as occured in August 2005 when a USAF C-17 rolled off  a runway while landing in Afghanistan (above). That C-17's nose landing gear and one of  its main undercarriage units failed. This aircraft damaged its belly and,  while stuck in sand,  closed  Bagram AB for 2 days.

Boeing  maintains 'Recovery and Modification Services' to execute emergency repair work on C-17s damaged in the field. [1]  To perform this work, and to clear runways for operations, two specialized recovery equipment is needed. The first step is inflating airbags to lift  the downed aircraft without  further airframe damage. Once sufficient  ground clearance is established,  recovery sledges  are slid  underneath.

Both recovery sledge and airbag systems are the subject of the CC-177 support ACAN. The subject of the ACAN is the Dartmouth-based firm, Atlantic Aero Marine. [2] AAM now supplies the Air Force with  recovery airbags for the CC-130 Hercules tactical airlifters. But the new equipment is needed because of the much greater landing weight of the CF's new fleet of CC-177 Globemaster IIIs. The so-called  light-weight aircraft recovery sledge will  have a  30-tonne capacity while the pneumatic airbags  for  CC-177s will  lift  up to 12 tonnes.

These airbags are actually at  the small end of  such gear. AAM sells 40-tonne and 30-tonne bags. The 12-tonne airbags are intended "...for aircraft with smaller lifting areas".  These are the same airbags in use for other CF aircraft, simplifying supply. Placing multiple bags in several locations will simplify lifting of  damaged CC-177s.

[1]  In the case of  the damaged Bagram AB aircraft,  field repairs took two months to complete. The C-17A was then flown back to Long Beach for permanent repairs.

Requirement
The Department of  National Defence  at  the  Canadian  Forces Base  in  Trenton, Ontario  requires  30 tonne capacity  light weight aircraft  recovery sledge  system [ AMS  Sledge Movement System ] and  additional  pneumatic lift  bags  12 tonne capacity  [ AMS Airbags ].

The light weight aircraft recovery sledge system will be used to move C-17 aircraft [ie: CF Boeing CC-177 Globemaster IIIs ] over various terrain if  they go off of  the runway.  The pneumatic  lift  bags are to  supplement  the current stock to support the C-17 [Boeing CC-177]  aircraft. The Contractor below currently holds standing offer  W0125-07A007/001/TOR for the supply of  this equipment. The value of  the this requirement  is above  the maximum call-up for  the standing offer. The equip- ment must be interchangeable with the existing equipment that has been supplied under the standing offer.

Applicable Trade Regulations

This  procurement  is subject  to  the  terms and conditions  of  the Agreement on Internal Trade (AIT). It is exempt from NAFTA and  [World Trade Organization – Agreement on  Government Procurement ]  under  Annex 1001.1b-1  section B.

The Limited Tendering approach is in accordance with; AIT, Article - 506 12. (a)

Suppliers right to submit a  Statement of  Capabilities

Suppliers  [which believe that ]  they are capable of  meeting this requirement may submit a written  response showing that  they are capable of  meeting this require- ment,  it must be done not  later  than  the specified closing date and  time. The file number, Supply Officer's name, and the closing date of the ACAN must appear on the outside of  the envelope in block letters or,  in case of a facsimile transmission, on the covering page.  As it is intended  to proceed in a timely manner,  responses received after the closing date will not be considered.

Responses received on or before the closing date will be considered solely for the purpose of  deciding whether or not  to conduct a competitive procurement.  Infor- mation provided will be used by the Crown for technical evaluation purposes only and  is  not  to be construed as a  competitive solicitation.  Your  written  response must  provide sufficient evidence  (e.g. specifications, technical data, drawings, or any other proof )  that clearly demonstrates that your product or service is capable of  fulfilling  this  requirement.

Suppliers  that  have submitted a response will  be notified  in writing of  PWGSC's decision  to  continue  with  the  noncompetitive  procurement  or  to  compete  the requirement.

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days,  indicating to the supplier community that  it  intends to award a good, service  or construction contract  to a pre-identified  contractor.  If  no other supplier  submits, on  or  before  the date, a Statement of  Capabilities  that  meets  the requirements  set out  in the ACAN, the contracting  authority  may   then   proceed  with  the  award.  However,  should  a Statement of  Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.

Suppliers  who  consider  themselves  fully qualified  and  available  to provide the services/goods described  herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of  this Notice.  The statement of  capabilities  must  clearly demonstrate  how the supplier meets the advertised requirements.
